Volodymyr Lytvyn, the Chairman of the Verkhovna Rada of Ukraine suggests the Adoption of the Electoral Code before the Current Session is closed
V. Lytvyn announced in the course of the interview for Rada television channel that Yurii Kliuchkovskii, the Chairman of the working group on elaboration of the Electoral Code, made him acquainted with the bill elaborated by the group.
"Now it is necessary not to "fail" this immense work. It would be ideal to adopt the Electoral Code of stable character, defining the rules of the election conduction, starting from the village council and to the Verkhovna Rada, for more or less bright future perspective", the Head of the Parliament stated.
Though, V. Lytvyn declared that taking into the consideration "the complicity of such a decision adoption, it is necessary to find a compromise in order we possess open registers to the Verkhovna Rada of Ukraine and majority principle regarding all the ret local power bodies."
V. Lytvyn also named the proposition acceptable regarding the implementation of the mixed electoral system, when one half of the parliament is elected according to the majority system and another one according to the open registers. "I consider it as a step forward", V. Lytvyn explained.
According to the words of the head of the Parliament, it is necessary to conduct consultations among the political powers, "if we are not indifferent towards our future, in order to define the most important goals."
V. Lytvyn announced that there is already a preliminary agreement between the working group regarding the elaboration of the code on such an order of the document scrutiny: mow it is directed for the examination by the people´s Deputies in order to conduct its presentation, after it scrutiny in the session hall with the proposition to direct the bill for the repeated first reading, "lest this document "is failed", in order in the process of the discussion by the complete procedure, the People´s Deputies strictly define the election system" and finally the bill is to be adopted in the first reading.
"It will be a great step forward, if we manage to make it before the session is closed", the Chairman of the Verkhovna Rada of Ukraine concluded.
